KAS Uganda and FLI Bridge the Courtroom and the Community with Landmark Compendium

Konrad Adenauer Stiftung and Fidelis Leadership Institute launch compendium of public interest litigation cases

In a defining moment for Uganda’s legal community, the Konrad-Adenauer-Stiftung (KAS) Uganda, in partnership with the Fidelis Leadership Institute (FLI), has unveiled the country’s first-ever Public Interest Litigation (PIL) Compendium. The announcement came during a media briefing at the KAS Uganda offices, setting the stage for what many described as a milestone for both the judiciary and the wider public.

The session, moderated by Miss Belinda Amanya, carried an air of anticipation. More than just an introduction to a publication, it signaled the beginning of a conversation about law, justice, and access to knowledge.

A Milestone in Context

The event opened with remarks from Miss Anna Reismann, KAS Uganda Country Director, who described public interest litigation as a “great democratic tool” that allows the law to serve people and defend their rights. She announced that the compendium would be made freely available on the websites of the partner institutions, ensuring it reaches as many Ugandans as possible.

Senior Counsel Pheona Wall, Executive Director of the Fidelis Leadership Institute, echoed this spirit, placing the publication within a broader historical context. She emphasized the timeliness of its release, noting that it coincides with the 30th anniversary of Uganda’s 1995 Constitution. A moment that reminds the nation of its journey in building justice and protecting rights.

A Resource for All

The compendium itself is a carefully curated collection of 24 landmark PIL cases that have shaped Uganda’s legal landscape. Among these are Charles Onyango Obbo & Andrew Mwenda v Attorney General, a case that transformed freedom of expression, and the CEHURD v Attorney General cases, which continue to influence health rights advocacy.

Clear, concise, and accessible, the publication is designed not only for legal practitioners and scholars but also for students, civil society, and ordinary citizens. Its strength lies in making complex judgments understandable, thereby bridging the often-intimidating courtroom with the community it serves.

Looking Ahead: The Launch at Sheraton Hotel The official launch of the compendium is scheduled for October 7, 2025, at the Sheraton Hotel, Kampala, in a hybrid format. The Chief Justice of Uganda will preside as Guest of Honour, while Rtd. Hon. Justice Richard Buteera will deliver the keynote address. Other dignitaries expected include the Attorney General and the Minister of Justice and Constitutional Affairs.

The event will also feature two panel discussions:

  • Shaping Justice through the Courts: Landmark PIL Cases and their Legacy in Uganda
  • From Courtroom to Community: Using the PIL Compendium to Drive Accountability, Reform and Civic Education

A Testament to Collaboration

This initiative is more than the publication of a book. It is a collaborative effort that reflects a shared commitment to deepening civic education, strengthening accountability, and ensuring that justice is not confined to the courtroom but lived in the everyday lives of Ugandans. As one participant noted, “This compendium is not just a record of past victories—it is a tool for future advocacy.
